Resumen de La cooperación transfronteriza e interterritorial: un clásico renovado

This article analyses the legal dimension of organisations with cross-border cooperation, i.e. those made up of neighbouring territorial entities. It also looks at inter-territorial entities, made up of non-neighbouring entities in which the autonomous communities participate, both with regard to constitutional agreements and to the activities carried out after they have been established. Particular emphasis is placed on Catalonia, as it is the common denominator among all of them. The author aims to find out what advances have been made since the first cooperation experiences, taking into consideration the recent amendments made to the European and domestic regulations related to this issue. In short, will Catalonia¿s new statute of autonomy, known as Estatut de Catalunya, or the Council of Europe¿s latest works and the initiation of the European Union Regulation on the European Grouping of Cross-border Cooperation (EGCC) really have an effect on improving the quality of those associations to which Catalonia belongs, such as Four Motors for Europe, the Pyrenees-Mediterranean Euroregion, the Assembly of European Regions and the Working Community of the Pyrenees (CTP)? Or will they only reinforce that which already exists? At the end of the article, the author points out trends in the composition and activities of cross-border cooperation and inter-territorial bodies with regional participation.

Aquest article analitza la dimensió jurídica dels organismes de cooperació transfronterers, és a dir, constituïts per entitats territorials veïnes, i interterritorials, integrats per entitats no veïnes en què participen comunitats autònomes, tant respecte dels acords de constitució com de les activitats que desenvolupen una vegada creats, amb referència especial a Catalunya, denominadora comuna en tots ells. L¿interès de l¿autora és esbrinar quant s¿ha avançat des que es van donar a conèixer les primeres experiències de cooperació fins ara, tenint en compte els darrers canvis produïts en la normativa interna i europea relacionats amb aquesta matèria. En suma, el nou Estatut de Catalunya o els darrers treballs del Consell d¿Europa i l¿entrada en vigor del Reglament de la Unió Europea sobre les agrupacions europees de cooperació territorial (AECT), suposaran un salt qualitatiu en les associacions de les quals és membre Catalunya, com ara els Quatre Motors per a Europa, l¿Euroregió Pirineus-Mediterrània, l¿Assemblea de les Regions d¿Europa o la Comunitat de Treball dels Pirineus (CTP), o simplement reforçaran el que ja existeix? Al final de l¿article s¿assenyalen les tendències que es perfilen en la composició i actuació dels organismes de cooperació transfronterera i interterritorial amb participació autonòmica.
