  After almost sixty years of existence, the United Nations Organisation faces the challenge of binging about a reform. Its top decision-making body, the Security Council, is the main target of this change. There are five powers with power of veto, although four countries have applied for this privilege: Japan, Germany, India and Brazil. The main rationale of these states in requesting the change is that the world has changed since the end of the Second World War, and that the countries that won that conflict (United States, United Kingdom, France, Russia and China) should no longer be the only ones that decide the most important questions. The international order has to have new countries that will be of great importance in the 21st Century. The issue, for the VU-4, is whether the candidates are actually in a position to reach the status of major international power. An uncertain economic future and the reluctance of other countries are some of the obstacles - among others - facing the countries aspiring to a permanent position in the UNO Security Council.

  Després de quasi seixanta anys d'existencia, l'Organització de les Nations Unides s'enfronta al desafiament d'assolir una reforma. El seu màxim organ decisori, el Conseil de Seguretat, és el principal objectiu d'aquest canvi. Ara hi ha cinc potencies que tenen el dret de veto, pero quatre països han demanat també aquest privilegi: el Japó, Alemanya, l'India i el Brasil. El principal raonament d'aquests estats per demanar el canvi és que el món ha canviat d'ençà el final de la segona guerra mundial, i els països guanyadors d'aquell conflicte (els Estats Units, el Regne Unit, França, Rússia i la Xina) ja no han de ser els que decideixin sobre les qüestions més importants. L'ordre internacional ha de comptar amb nous països que tindran una importancia cabdal al segle XXI. La qüestió, per al G-4, és si es troben en una veritable posició de poder per assolir l'estatus de gran potencia a l'escena internacional. Un futur econòmic incert i els recels d'altres països són alguns deis obstacles als quais hauran de fer front els aspirants a una plaça permanent al Conseil de Seguretat de l'ONU.
