    La reforma del Estatuto de Autonomía de Cataluña ha abierto un proceso generalizado de reformas. Una de las materias más importantes que contemplan los Estatutos de Autonomía es la organización territorial de la Comunidad Autónoma. Esta materia es regulada por las reformas de los Estatutos con intensidad variable. En algunos casos se plantean importantes problemas jurídicos por conflicto con las competencias del Estado. Por otra parte, los nuevos textos no parecen responder ni a las nuevas necesidades del mundo local ni a los cambios acaecidos en las rela?i ciones y organizaciones que operan sobre el territorio.

    The reform of the Catalonian Statute has opened up a generalised reforming process. One of the most important matters that the Statutes of Autonomy regulate is the territorial organisation of the "Autonomous Regions". This matter is regulated by the Statutory reforms to varying degrees. In some cases, important judi- cial problems are encountered due to conflicts between the powers desired by the "Autonomous Regions" and those that are already in the hands of the State. On the other hand, the new texts do not seem to respond either to the new needs of local govemement or the changes that have taken place in the design of the relationships and organisations acting upon the territory.
