    Las diferencias existentes entre los distintos países a nivel mundial se basan principalmente en su desarrollo turístico y económico. La cooperación en el campo del turismo se hace necesaria por la falta de una clara competitividad y por la naturaleza global del mercado turístico. La cooperación puede ser de carácter multinacional (como es el caso de las organizaciones internacionales) o de carácter bilateral. Las formas más frecuentes de cooperación son: la formación profesional, profesorado, asistencia técnica por expertos y ayuda económica

    The differences existing among the world countries and especially the diferent degree of economic and touristic development advocate on the ground of coexistence and even of justice the joint action of everyone and especially the help of the more endowed according to the repeated statements of international organizations, conciliar and Vatican documents.

    The cooperation in the touristic field is also advised by the lack of true competition and by the international nature of the tourist market.

    Touristic cooperation can take place at the same or different level depending on the evenness of conditions or different degree of development. The said cooperation can be of multinational carácter (as is the case of international organizations) or of bilateral type. The conditions of the tourist technical assistence are as follows. Is should be disinterested respectful, competent, stimulating and affectionate. The more frecuent forms of cooperation are: professional training, monitors, technical assistance by experts and economical help.

    In the case of hispanoamerican touristic cooperation there are plenty of covenants and among the achievements we can consider outstanding: teaching, the task accomplished by the State Tourist School (235 latin american pupils) and by the Institute for Tourist Studies (two kinds of courses for latinamerican through which have passed 700 pupils); counseling, achievement of plans for tourist development and experts aid.
