    Con el propósito de estimular y desarrollar la industria turística en Puerto Rico, se creó en 1970 la Compañía de Fomento del Turismo, un organismo público cuya personalidad legal es independiente. Bajo el control de esta Institución se ha modificado la Ley del juego como forma de ofrecer mayores incentivos al turista, particularmente a aquellos procedentes de Estados Unidos donde el juego es todavía ilegal. Los problemas que el Gobierno de Puerto Rico tiene que afrontar para la expansión de este sector económico se sintetizan en aquellos de carácter técnico como son el transporte, limpieza de playas y calles, altos precios de los hoteles y aquellos de caracter social como la actitud hostil hacia el turista.

    With the aim of stimulating and developing the tourist industry in Puerto Rico, there was created in 1970 the Compañía de Fomento de Turismo, a public corporation whose existence and legal personality is independent of the Government.

    Under the strict control of this Institution, once the Law of the Games of Chance was modified, there was authorized in 1970 the introduction and exploitation of slot machines for use in gambling rooms with the desire to offer greater incentives to the tourist, particularly the tourist from the eastern part of the United States, where gambling is still illegal.

    As another important factor in the strengthening of tourism, both external and internal, there appeared the network of Puerto Rican Tourist Hotels conceived with the common denominator of underlining the native characteristics of the island and the excellence of their service.

    The problems which the Government of Puerto Rico has had to face in achieving an expansion of this economic sector have been set forth in different information media of the country, it being possible to synthesize it in two types: technical in character, such as transport, cleanliness of the beaches and streets or high hotel prices, and of a sociological nature, such as a hostile attitude towards the tourist, and crime.
