    Este documento nace ante la necesidad de los países en vías de desarrollo de buscar métodos o caminos adecuados para intentar un avance hacia una visión integrada del turismo, en el contexto general de la planificación nacional y regional. El objetivo central es el de poner a disposición de las Administraciones Regionales de Turismo y o Administraciones Regionales de Planificación de los países en vías de desarrollo, un instrumento de trabajo práctico que les facilite las tareas de la planificación turística en los diversos aspectos que ella conlleva: físicos, ambientales, económicos, sociales y turísticos propiamente dichos.

    This document attempts to be an orderly and coherent reflection on the problematic of tourism planning that many geographical, geopolitical or administrative units face —fundamentally countries on the road of development— with a tourism not yet consoüdated, in an integrated frame of development of the touristic activities with the other sectors producing a phenomenon of interaction, dependence and influence.

    The limitations in budgets, human and technological means, so common in regional and provincial offices of planning and tourism (where they exist) in íha majority of cases make the efforts in planning transcendental, lacking orientation in methodology and involvement of sectorial elements, that can be translated in a simple statement of -Good Intentions» lacking the mínimum official political and financia! backing.

    It is not our aim to take in such a complex theme, of such actual ity and respect and whose Investigation is of imminent necesity. On the contrary, we are trying in a rational and systematic manner to present the steps to be fallowed in the attainment of the elaboration of an integrated tourist plan, transforming itself in a document —instrument of effective use to assist those responsible ¡n the planning functions to unite ideas and approve procedures in one of the many facets of the economical and social planning as is tourism.
