Si fins al Tractat d'Amsterdam (1997) no es va formalitzar cap mecanisme que permetés fer sentir la veu deis parlaments deis estats (mal anomenats «parlaments nacionals» en el Ilenguatge politic comunitari) a la UE, des de llavors les coses han anat canviant. Fins i tot el projecte de constitució europea recull, sota el principi de subsidiarietat, un major protagonisme dels ens regionals i locals. L'objectiu ès, recollint una vella demanda deis länder alemanys, salvaguardar estats i regions de la usurpació de competències per part de la Unió Europea. Certament, els parlaments sub-estatais estan apareixent, encara que avui per avui amb importants limitacions, com a nous actors politics, amb canals estables de comunicació i participació en els treballs del Parlament Europeu i del Comitê de les Regions, a la vegada que, al mateix temps, són cada vegada més tinguts en compte per part de la Comissió Europea, en la fase pre-legislativa. The role of sub-state Parliaments in the European Union:
some thoughts on the state of the question [RICARD RAMON i SUMOY] The traditional debate on whether State Parliaments may have a say in the European Union is wilting. For some time now, and slowly but surely, the areas of influence of sub-state or regional parliaments have been spreading. Ricard Ramon, a political expert who specialises in European Union affairs, shows us The role of sub-state Parliaments in the European Union: some thoughts on the state of the question the role of sub-state parliaments in the European Union. Whereas before the Treaty of Amsterdam (1997) no mechanism that rendered it possible to give a voice to state parliaments (wrongly dubbed «national parliaments» in the EU political language) in the EU had been formalised, things have changed since then. Even the European constitution project addresses, under the principle of subsidiarity, greater prominence of the regional and local bodies. The objective is, recalling a former demand of the German kinder, to safeguard states and regions from the usurpation of powers by the European Union. Indeed, sub-state parliaments are emerging, albeit with major limitations, as new political actors, with stable channels of communication and participation in the work of the European Parliament and the Committee of the Regions, whereas the European Commission, in the pre-legislative phase, is paying them increasingly greater heed.
