Deliverative Democracy: the problem of implementation [DANIEL A. BELL] Daniel Bell reviews the concept of deliberative democracy exposed in a previous and influential article written by Amy Gutmann and Dennis Thompson. He specially observes the limits that democratic deliberation faces in its implementation process. Then, he discusses three preconditions that, if present, make constructive moral deliberations more likely. These conditions are sorely lacking in the United States, but they are present to a greater extent in some East Asian countries. Therefore, the article finally develops a proposal for the institutionalization of democratic deliberation in an East Asian context.
