Reconstructing the Modern State [BHIKHU PAREKH] The modern state is not a culturally neutral institution. It was born twinned with liberalism and is a distinctly liberal institution. It arose out of the disintegration of traditional ethnic and cultural communities and is centred on the individualistic view of man. As such it is not suited to many types of multicultural and multiethnic societies. Many communities in these societies do not define themselves in individualist terms and do not accept the notions of sovereignty, terrioriality, and majoritarian democracy that are associated with the modern state. Such societies need new political formations. If we are to ensure order and justice in them, we need to go beyond the modern state.
