Resumen de L'humanitaire comme producteur de territoire: l'exemple du camp de Nkondo ouvert aux réfugiés angolais en R.D.C.

  A refugee camp is a space created in emergency, in an environment in construction, where the people are managed by humanitarian agencies. A socio- spatial system is created, which exists not only by an appropriation of the space by refugees but also by the appearance of identity-based categories linked to the implementation of this space. Setting up the infrastructures needed by humanitarians to manage the camp is a way to organize the space according to social groups. It allows also a categorization of the population. This territorial labelling of humanitarian agencies through space but also through identities, put at issue the apparition of a new form of power, particular to this kind of space, called "bio-politics" according to M. Foucault terminology, specific to humanitarian contingencies. The results of a fieldwork realized in the camp of Nkondo established for Angolan refugees in D.R. C. (Democratic Republic of Congo) will illustrate our point.

  Le camp de réfugiés est un espace créé dans l'urgence, dans un environnement « en construction », où la population est régie par des agences humanitaires. Un système socio-spatial est ainsi créé, qui se traduit aussi par l'appropriation de l'espace par les réfugiés et l'apparition de catégories identitaires liées à la mise en place de cet espace. L'installation des infrastructures nécessaires aux humanitaires pour gérer le camp organise l'espace en fonction des groupes sociaux en présence. Cette mise en territoire conduit également à une mise en catégorie de la population. Ce marquage territorial des agences humanitaires, par le biais de l 'espace mais aussi des identités en présence dans le camp, pose la question de l'apparition d'une nouvelle forme de pouvoir, particulière à ce type d'espace, une « bio-politique », pour reprendre les termes foucaldiens, et spécifique aux contingences humanitaires. Les résultats d'une enquête de terrain, réalisée dans le camp de réfugiés angolais de Nkondo, en République Démocratique du Congo (R.D. C), illustreront ces propos.
