El autor trae a la memoria la fiugra de un gran luchador a favor de los derechos humanos, especialmente activo dentro de Justicia y paz, al mismo tiempo que nos sitúa frente a las grandes tensiones preludio de la guerra. Frente a los desastres ocasionados por las guerras se hace más necesario tomar acuerdos sobre lso derechos humanos, así la declaración Universal de 1948. Sin embargo toda reflexión y acción a favor de los derechoss humamos hay que situarla en la realidad de cada día como referente que orienta y da sentido. La injusta distribución de las riquezas, las condiciones de extrema miseria, los desequilibrios en el medio ambiente, la violencia, son condiciones demasiado agudas y presentes en nuestro mundo, como resutan de los informes que emiten periódicamentre los organismos internacionales, hacen difícil creer que los derechos humanos sean el fundamento de una vida en libertad, en justicia y en paz. A pesar de ello se puede advertir que el camino de los derechos humanos va superando metas en sus planteamientos que se han ido afirmando y desarrollando a través de un gran número de instrumentos. Se puede decir que los derechos humanos están siendo violados y afirmados constantemente.

The author brings to memory the character of agreat fighter in favour of the Human Rights, especially active within the Justice and Peace, at the same time that he locate us in front of the big tensions of the pre-war time. To confront the dissasters produced by wars it is necessary to reach agreements about Human Rigthts, thus the Universal Declaration in 1948. However, every reflection and action in favour of the Humam Rights has to be situated in the day to day reality as referene that provides sense and orientation. The unequal distribution of the wealth, the extreme misery conditions, the unbalances in the Natural Environment, the violence are conditions too acute and too present in our world, as result of the information released periodically by the International Organisms, make difficult believing that the Human Rights would be the foundations of a life with freedom, justice and peace. Despite all these, it is possible to see that the path of Human Rights is reaching goals in its policies and they have been progressing affirmatively through a great number of tools. It can be said that he Human Rights are being affirmed and violated continuosly.
