Emergencies and Development: NGO Actions during the Second intifâda.- The Palestinian Authority was deeply weakened during the Second intifâda, which started in September 2000. The policy of having the Israeli army destroy structures, isolate the Occupied Territories and build the wall kept the Palestinian Authority from efficiently helping the population. Consequently, Palestinian nongovernmental organizations involved in development programs played a major role. Despite difficult conditions, they adopted new strategies. In the farming sector, PARC is a good example of this change in strategy. This NGO tried to help the population organize while extending its power and adapting to international sponsors' requirements.

L'Autorité palestinienne s'est profondément affaiblie lors de la deuxième intifâda, qui a débuté en septembre 2000. La politique de destruction des structures par l'armée israélienne, le bouclage des Territoires et la construction du mur empêchent l'Autorité de soutenir efficacement la population. C'est pourquoi les ONG palestiniennes ont actuellement un rôle si important à jouer. Affectées par les conditions difficiles, elles ont adopté de nouvelles stratégies. Le PARC (Palestinian Agricultural Relief Committees), une ONG de développement agricole, est un bon exemple de ces changements de stratégie. Il tente d'organiser la population palestinienne tout en étendant son pouvoir et en s'adaptant aux exigences des bailleurs de fonds internationaux.
