    Spatial Management and Political Control: Israel at the Center of Local Decision-making (1993-2000)- This study of the spatial management of Palestinian urban areas shows how the territorial reorganization foreseen by the Oslo Accords has not at all put an end to the overriding role played by Israel in local affairs as it did during the period of occupation. The Hebrew state is still a major, if not inevitable, player in any decision concerning inhabitants' everyday lives (whether to obtain a permit to dig a well or to build a home or school). The modalities of domination have changed however. Israeli control is no longer maintained primarily through force, but exercised through an emerging political "center" (the Palestinian National Authority) and its administration.

    L'étude de l'aménagement des espaces urbains palestiniens entreprise ici montre en quoi la réorganisation territoriale issue des accords d'Oslo n'a, en rien, supprimé le poids, largement dominant, d'Israël dans la gestion des affaires locales, qui prévalait durant l'occupation des Territoires. L'État hébreu demeure toujours un acteur majeur, sinon inévitable, pour toute prise de décision concernant le quotidien des habitants (qu'il s'agisse d'obtenir une autorisation pour construire son domicile, ériger une école ou creuser un puits). Les modalités de la domination ont toutefois changé : le contrôle israélien n'est plus assuré principalement par les armes ; il s'effectue par l'intermédiaire d'un " centre " politique en construction (l'Autorité palestinienne) et de son administration.
