    Bien qu'elles soient souvent sous-estimées ou mal interprétées, les relations entre civils et militaires aux États-Unis constituent un sujet de très grande importance, éclairant à la fois la propension à utiliser la force et les stratégies employées. Après la guerre du Vietnam et le fiasco libanais, et jusqu'à la guerre du Golfe, l'usage de la force aux États-Unis fut gouverné par un ensemble de restrictions exigeantes connues sous le nom de la doctrine Weinberger / Powell, et largement imposé par l'armée. L'influence de ces restrictions sur la politique étrangère grandit encore sous Clinton, même si la plupart des analystes étaient surtout préoccupés par le fossé entre les valeurs militaires et civiles. Bien que dominés par Donald Rumsfeld après le 11 Septembre, l'armée pourrait réaffirmer son influence si la guerre en Irak se transforme en bourbier inextricable.

    Though often underrated or misconstrued, civil-military relations in the U.S. represent a topic of the highest importance, as they help explain both the propensity to use force and the strategies employed. After the Vietnam war and the Lebanese fiasco, and up to the Gulf War, the use of force in the U.S. became governed by a set of demanding restrictions known as the Weinberger/Powell doctrine, and largely imposed by the military. Their influence on foreign policy grew even bigger during the Clinton era, even though most analysts were mainly preoccupied with the « gap » between military and civilian values. Though tamed by Donald Rumsfeld after 9/11, the military could conceivably reassert its influence if the war in Iraq turns into an irretrievable quagmire.
