    El propósito es presentar un esquema breve que sirva para entender la discrecionalidad administrativa de las autoridades, en particular del Poder Ejecutivo en todos sus niveles de gobierno, precisando el concepto y fundamento, así como los límites jurídicos que la afectan frente a las facultades regladas de la propia autoridad administrativa, además se examina su control y sus vinculaciones, incluidas las tendencias jurisprudenciales sobre el particular en el sistema jurídico mexicano.
