    Este artículo analiza la trayectoria del organismo de juventud de la provincia del Chaco entre 2007 y 2023, indagando cómo se configuró en un contexto de continuidad político-partidaria. Desde un enfoque sociohistórico, concibe al Estado como un entramado de instituciones, actores y prácticas, y adopta una estrategia cualitativa basada en el análisis de normativa, documentos oficiales, prensa y entrevistas a actores clave. Se sostiene que el presupuesto operó como una condición estructurante de la gestión, organizando decisiones, limitando iniciativas y orientando estrategias. Frente a estas restricciones, el organismo impulsó procesos de jerarquización institucional y articulación con otros niveles del Estado, mediados por vínculos político-partidarios. Se concluye que la institucionalización del área se configuró en tensión con esas dinámicas, revelando una estatalidad atravesada por la escasez, la negociación y la disputa.

    This article examines the trajectory of the Youth Agency of the Province of Chaco between 2007 and 2023, exploring how it was shaped within a context of political and partisan continuity. Drawing on a socio-historical approach, it conceives the state as a heterogeneous assemblage of institutions, actors, and practices, and adopts a qualitative research strategy based on the analysis of legislation, official documents, press sources, and interviews. The article argues that budget constituted a structuring condition of governance, shaping decision-making, constraining initiatives, and guiding institutional strategies. In response to these constraints, the agency promoted processes of institutional upgrading and coordination with other levels of government, mediated by political and partisan networks. It concludes that the institutionalization of the agency developed in tension with these dynamics, revealing a form of statehood marked by scarcity, negotiation, and contestation.
