This paper analyzes the Local Rural Development Plans of the Basque Country as an expression of the new regulatory framework established by the 2022 Rural Development Law. Through a mixed-methods approach, combining document analysis, artificial intelligence tools, and qualitative interviews, the study examines the content, processes, and limitations of these plans. The findings reveal a significant evolution: the regions have shifted from a logic focused on structural deficiencies to a more proactive, strategic vision oriented toward sustainability, social cohesion, and innovation. However, tensions persist between the participatory discourse and a vertically structured methodology that limits local autonomy. Although institutionally displaced, Rural Development Associations remain key actors due to their territorial embeddedness. The study concludes that Local rural Plans represent an opportunity to rethink rural development, provided that genuine participation, methodological flexibility, and multiscalar integration in public planning are strengthened.
Lan honen helburua da Euskal Autonomia Erkidegoko Lurralde Garapeneko Lege berriak (2022) ezarritako testuinguruan Landa Garapeneko Eskualde Programen azterketa egitea. Metodologia misto baten bidez aztertu dira bai dokumentuen analisia, bai adimen artifizialaren tresnak eta elkarrizketa kualitatiboak, eta baita ere plan horien edukiak, prozesuak eta mugak. Emaitzek erakusten dute eskualdeek ikuspegi estrategikoagoa eta proaktiboagoa hartu dutela, jasangarritasuna, kohesio soziala eta berrikuntza ardatz hartuta. Hala ere, diskurtso parte-hartzaile ofizialaren eta egiturazko zurruntasunaren artean tentsioak daude, eta tokiko autonomia mugatua da. Landa Garapen Agenteek funtsezko eginkizuna betetzen dute beren lurraldean duten sustraitzeari esker. Azterketak ondorioztatzen du eskualde-planak tresna baliotsuak direla landa-eremuko etorkizuna berrasmatzeko, betiere parte-hartze errealagoa, metodologia malguagoa eta eskala anitzeko plangintza sustatzen badira.
