Since 2007, sustainable development has become a “new state affair” (Lascoumes et al. 2014). Indeed, the decentralization laws and the new European directives have propelled a new ministry, that of ecology and sustainable development. Local authorities take these concepts into account, either compulsorily with the regulations or voluntarily to highlight their territory, especially since each territory is free to implement directives according to their own policies.
