O impacto de fatores ambientais na probabilidade de gestores municipais serem incluídos na lista de inelegíveis

    Não raro, os estados e municípios apresentam irregularidades, desperdício de recursos públicos e não cumprimento de dispositivos legais, o que leva a desaprovações das contas de gestores municipais e consequentemente a inclusão deles na lista de inelegívies. Assim, definiu-se como objetivo identificar as variáveis ambientais que influenciaram os gestores municipais do estado do Amazonas a serem incluídos na lista de inelegíveis (TCE-AM), no período de 2001 a 2019. Para tanto, fez-se uso da análise de regressão logística.Considerou-se como população, um conjunto de dados secundários relativos aos processos de prestação de contas do Poder Executivo de 62 municípios do Estado do Amazonas, julgados irregulares até a data de 31/12/2019. A amostra compreendeu 705 processos, coletados do site do Portal da Transparência do Tribunal. Os resultados permitiram concluir que nos municípios pesquisados, as variáveis ambientais que exercem influência sobre a variável inelegível são IDHm e Ano eleitoral, pois ambos apresentaram p-valor significativo. Percebe-se, portanto, que os resultados ainda são controversos, razão pela qual se deve continuar estudando o comportamento dessas variáveis em futuras pesquisas. Como contribuição teórica, os achados da presente pesquisa ampliam a literatura acerca da inelegibilidade de agentes públicos e o controle externo da administração pública.

    Not infrequently, states and municipalities present irregularities, waste of public resources and non-compliance with legal provisions, which leads to disapprovals of the accounts of municipal managers and consequently their inclusion on the ineligible list. Thus, it was defined as an objective to identify the environmental variables that influenced the municipal managers of the state of Amazonas to be included in the list of ineligible (TCE-AM), in the period from 2001 to 2019. To do so, it was made use of logistic regression analysis.It was considered as a population, a set of secondary data relating to the processes of accountability of the Executive Branch of 62 municipalities of the State of Amazonas, judged irregular until the date of 31/12/2019. The sample comprised 705 processes, collected from the site of the Transparency Portal of the Court. The results allowed us to conclude that in the surveyed municipalities, the environmental variables that exert influence on the ineligible variable are HDIm and Electoral Year, because both presented significant p-value. Therefore, it can be seen that the results are still controversial, which is why the behavior of these variables should continue to be studied in future research. As a theoretical contribution, the findings of the present research broadens the literature about the ineligibility of public agents and the external control of public administration.
