In 2017 finalizes the construction of housing cooperative by Prior Saving model named ‘Virazón’, one of the several housing cooperatives conceived after the municipality of Montevideo cedes municipal terrains as part of the ‘Plan Especial de Ordenación y Recuperación Urbana de Barrio Sur’ (Special Plan of urban rehabilitation and management for Barrio Sur, or PEBS by its acronym). In this paper first we will address the origins of the Barrio Sur as an impoverished neighborhood and one of the cores of the afro-descendant population in the Capital. We will reconstruct the history of public and private interventions of the urban landscape which transformed the community until the present. We will describe the evolution of the housing cooperative system in Uruguay, explaining what entails constituting and inhabiting a cooperative by Prior Saving model. We will seek to correlate how the model of Prior Saving in cooperative housing promotes a social profile towards its members, influencing their practices internally and to the rest of the neighborhood, and how the awareness of this effect by the governmental authorities determines the public policy impulsed by the PEBS. Finally, we will study the possible consequences of the inauguration of the cooperatives in Barrio Sur in the present, and to which degree the PEBS objectives of preserving the neighborhood’s patrimony are met, discussing the extent which the heritagization and requalification of these central areas could lead to gentrification.
