Gestão interfederativa em tempos de instabilidade institucional: uma análise das perspectivas de financiamento e implementação da política de saneamento básico brasileira no início do século XXI

    By analyzing sanitation as a component of urban policy and part of the process ofurban regularization from the literature, the text addresses its peculiarities and implementation experiences in Brazil over the last few years, highlighting the transformations directed to make the economic environment more stable, given the characteristics of this sector that favor the non-competitive monopolistic market. Then, through SNIS data, it evaluates the historical series (2003-2018) specifically with regard to investments in basic sanitation, distinguishing between public and private providers.After this evaluation of the recent past, it examines the perspectives opened by the new regulatory framework, approved in 2020, under the promise that it would contribute to expand the financing of the policy and, therefore, promote the universalization of services. It concludes that, in the way they were made, even if they solve certain previous conflicts, such normative changes tend to limit the expansion of sanitation in the country, given the production of new political-legal conflicts.

    Ao analisar o saneamento como componente da política urbana e parte do processo de regularização urbanística a partir da literatura, o texto aborda suas peculiaridades e experiências de implementação no Brasil ao longo das últimas, destacando as transformações direcionadas a tornar mais estável o ambiente econômico, dadas as características desse setor que favorecem o mercado monopolista não competitivo. Em seguida, através dos dados do SNIS, avalia a série histórica (2003-2018) especificamente no que se refere aos investimentos em saneamento básico, distinguindo-os entre prestadores públicos e privados. Feita essa avaliação do passado recente, examina as perspectivas abertas pelo novo marco regulatório, aprovado em 2020, sob a promessa de que contribuíra para ampliar o financiamento da política e, com isso, promover a universalização dos serviços. Conclui que, da forma em que foram feitas, ainda que resolvam certos conflitos pretéritos, tais mudanças normativas tendem a limitar a expansão do saneamento no país, haja vista a produção de novos conflitos político-jurídicos.
