In the emergency response, there are numerous examples of dysfunction of alert systems. Generally, failures are associated with problems with errors inherent in the system or with the misinterpretation of the data. However, numerous examples of dysfunctions are appearing, not of the alert systems, but of their application and information management in the development of the emergency. We will analyze some examples of emergencies where the alert systems themselves worked perfectly, but due to problems in decision-making, the expected results were not obtained. On the other hand in Spain the risk that causes more deaths and damages, without becoming an extraordinary event, is rapid flooding. However, we do not have an efficient warning system, given the enormous difficulty in making predictions with the degree of geographical and temporal accuracy that would be required to deal with the emergency from the point of view of civil protection. We will briefly review the latest events, in order to influence the need for further development in the systems, both for prediction and for the transmission of the information obtained to the population, ultimately greater investment in research and development.
