The Author raises the question if historical trade unions organisations will be able to overcome the crisis of their role in the end of the XX century. During this century industrial work has been the way to achieve social citizenship and trade unions have represented citizens as breadwinner workers. The Author suggests that in the next century trade unions have to represent workers as citizens in a reformed welfare, over-turning the traditional perspective.
