Messina's urban planning history was strongly influenced by the violent earthquake of 28 December 1908. The experience of the Baraccato Plan, the Borzì Plan and subsequent plans has favored residential expansion that has extended land consumption, leading to widespread fragility of the territory. Messina is currently first in the list of projects selected for the National Innovative Programme for Housing Quality (called P.N.R.R.) with projects financed to the tune of 129 million euro.
