Sobre el uso de drogas en la historia y sus regulaciones antes del prohibicionismo

    Este trabajo se propone abordar las prácticas de regulación del uso de sustancias psicoactivas a lo largo de la historia por parte de los poderes públicos, tanto políticos como religiosos. La revisión general de estudios en la materia suele limitar las experiencias de persecución y castigo al proceso político institucional denominado prohibicionismo, iniciado en los albores del siglo pasado. Esta delimitación temporal se explica por tratarse del momento histórico de mayor articulación de políticas detrás del objetivo de reprimir la cadena de producción, distribución, comercialización y consumo de ciertas drogas ilegalizadas. Recuperar las experiencias de regulación del uso de sustancias desde tiempos remotos permite identificar con mayor precisión el carácter religioso y moralista que sostiene el actual Régimen Internacional de Drogas Ilícitas.

    The purpose of this paper is to explore the practices of regulating the use of psychoactive substances throughout history by public authorities, both political and religious. The general review of studies on the subject tends to limit the experiences of persecution and punishment to the institutional political process known as prohibitionism, which began at the dawn of the last century. This temporal delimitation is explained by the fact that this was the historical moment of greatest policy articulation behind the objective of repressing the chain of production, distribution, marketing and consumption of certain illegalized drugs. Recovering the experiences of regulating the use of substances since ancient times makes it possible to identify with greater precision the religious and moralistic character that sustains the current International Illicit Drug Regime.
