In this regard, the study does not focus on the budgetary aspect, but rather on the organizational foundations. It develops key concepts that guide the investigation and explains their relevance to the study, as variables are identified to analyse the functioning of these governments. Data collection is carried out through official websites, and document analysis. Finally, the results are presented both in general terms and in more specific detail, highlighting the most relevant findings such as the case of the Valparaíso regional government, which present unfavourable results about two of the five variables studied here
