Paisaje y patrimonio: Una aproximación metropolitana

    Este artículo explora las particularidades y el potencial de una aproximación metropolitana al concepto de paisaje y patrimonio, en especial en relación con los instrumentos de planificación y gestión más adecuados. El énfasis en la escala metropolitana es en sí mismo una novedad. Hasta hace muy poco, el patrimonio se consideraba únicamente de interés nacional o local. Otra novedad es el enfoque integrado cultural-natural, imprescindible en un contexto metropolitano. Permite centrar la mirada en los espacios abiertos de la metrópolis y pensar el patrimonio como un agente activo de una nueva cultura del territorio, más sostenible y resiliente. Los principales retos son el dinamismo de los espacios abiertos, las demandas cambiantes de la sociedad y otros factores sobrevenidos; la pluralidad de funciones que potencialmente puede ejercer el patrimonio; la concepción del patrimonio como una red territorial, y la necesidad de una participación más coral. En consecuencia, el artículo concluye que son necesarios instrumentos más flexibles y una gestión más continua y adaptativa; un enfoque más transversal, que permita explorar posibles sinergias entre el patrimonio cultural y natural; una visión de conjunto que refuerce la complementariedad de los diferentes elementos patrimoniales, y promover la inclusión de diferentes voces.

    This paper explores the particularities and potential of a metropolitan approach towards the concept of landscape and heritage, especially in relation to the most appropriate planning and management instruments. The emphasis on the metropolitan scale is in itself a novelty. Until very recently, heritage was considered only of national or local interest. Another novelty is the integrated cultural-natural approach, which is essential in a metropolitan context. This approach makes it possible to focus on the open spaces of the metropolis and to think of heritage as an active agent of a new, more sustainable and resilient culture of the territory. The main challenges are the dynamism of open spaces, the changing demands of society and other unexpected factors; the plurality of functions that heritage can potentially exercise; the conception of heritage as a territorial network, and the need for more choral participation. Consequently, the paper concludes that there is a need for more flexible instruments and more continuous and adaptive management; a more transversal approach that allows exploring possible synergies between cultural and natural heritage; an overall vision that reinforces the complementarity of the different heritage elements, and the inclusion of different voices.
