    En el presente trabajo se presenta el dictamen E529150 de la Contraloría General de la República, que objeta la juridicidad de una serie de circulares y resoluciones dictadas por el Director General de Aguas en virtud de la potestad reguladora atribuida de acuerdo al artículo 300 del Código de Aguas. Se hace seguidamente un análisis sobre el ámbito legítimo del ejercicio de dicha potestad desde el punto de vista dogmático, explicando los mecanismos de habilitación y su desarrollo legítimo. Finaliza con las conclusiones de rigor.

    This paper presents the opinion E529150 of the Office of the Comptroller General of the Republic, which questions the legality of a series of circulars and resolutions issued by the Director General of Water by virtue of the regulatory power attributed under Article 300 of the Water Code. An analysis is then made of the legitimate scope of the exercise of this power from the dogmatic point of view, explaining the mechanisms of authorization and its legitimate development. It ends with the necessary conclusions
