Lavoro non-standard e nuovo welfare: le alternative per la XV legislatura

  • The paper deals with the problem of a new social protection for non standard workers. The question arises from the continuous increase of precarious works, and from the old institutes' incapacity to deal with it, in terms of fairness and costs. The Author underlines that the problem has not yet been faced by the new parliamentary majority, and he individuates two possible schemes: a) the separation between proper social security measures and welfare (assistance) services and b) the maintenance of an intermediate protection scheme sharing elements of both. He focuses the analysis, in particular, on the retirement problem and on the proposals by the Ulivo coalition and Cgil about the 'minimum insertion income'. He recognizes the positive content of these proposals and hopes for a near legislative intervention taking workers needs into due consideration, both as regards retirement and income protection during unemployment.
