Apel's attempt of ultimate grounding, which is aimed to justify a universal discursive reason (Diskursvernunft) or to establish a discourse ethics as a universal ethics by transcendental pragmatic self-reflection on the conditions of the possibility of meaningful discourse, proves to be highly controversial both outside and within discourse ethics. This essay discusses the problem of ultimate grounding in the context of the Apel-Habermas debate. While Habermas advocates a discourse ethics, he treats Apel’s ultimate grounding as a metaphysical residue due to its universal-pragmatic approach. Habermas’ differentiation of human action in the sense of action theory makes it difficult for him to agree with Apel that discourse is an inescapable situation of human action. Moreover, sticking to the method of theoretical reconstruction, Habermas can only attribute a hypothetical character to the presuppositions of the argumentation. Apel’s response to Habermas’ criticism demonstrates his insight into the role of transcendental pragmatic self-reflection as well as his efforts to justify a universal reason or to establish a universal ethics. On the other hand, this essay will also show that his recourse to the performative self-contradiction as the touchstone of the presuppositions of the argumentation appears to be unclear and problematic.
