    Este trabajo aborda el análisis de la reciente jurisprudencia del Tribunal Constitucional sobre las atribuciones de la Presidencia del Congreso de los Diputados y del Senado, a la luz del marco constitucional y reglamentario y de la doctrina jurisprudencial anterior. Se pone de relieve la creciente conflictividad que ha despertado el quehacer de la Presidencia en unas Cámaras más fragmentadas y con mayorías frágiles. Los casos resueltos en los últimos años revelan una postura bastante deferente con las decisiones de la Presidencia cuando la legalidad reglamentaria otorga un margen de interpretación, aunque en asuntos puntuales el escrutinio ha sido más estricto. Sin embargo, la nueva realidad parlamentaria impone una mirada renovada de la Presidencia y de la concepción de la autonomía parlamentaria.

    This paper analyses the recent jurisprudence of the Constitutional Court on the powers of the Speaker of the Congress of Deputies and the Senate, in the light of the constitutional and regulatory framework and previous jurisprudential doctrine. It highlights the growing conflict that has arisen in the work of the Speaker in more fragmented parliaments with fragile majorities. The cases resolved in recent years reveal a rather deferential stance towards the decisions of the Speaker when the statutory legality grants a margin of interpretation, although in specific cases the scrutiny has been stricter. However, the new parliamentary reality requires a fresh look at the Presidency and the concept of parliamentary autonomy.
