    Las actuaciones sobre el Medio Urbano (aMU) son las actuaciones de régimen especial de la legislación básica que, a diferencia de las actuaciones de régimen general, tienen por objeto la rehabilitación y preservación urbana.

    Nacidas con la Ley 8/2013, de 26 de junio, de rehabilitación, regeneración y renovación urbanas (L3R), las aMU aprovechan las técnicas clásicas para, mediante la superación de sus axiomas, resituar y redefinir el paradigma de la intervención sobre el suelo urbanizado, incluso a pesar de la STC 143/2017 que cercenó parcialmente su regulación.

    A partir de dicha sentencia, la concreción y adaptación a las regulaciones urbanísticas y de vivienda ha sido realizada de manera heterogénea por las Comunidades Autónomas, por lo que la finalidad de este estudio de investigación comparada es realizar la radiografía del desarrollo de las aMU en las distintas CCAA y comparar las peculiaridades en la implementación autonómica de la regulación básica.

    The actions on the Urban Environment (aMU) are a type of urban actions with a special legal regime of the national legislation that, unlike the actions of the general regime, are aimed at urban rehabilitation and preservation.

    Appeared in the Law 8/2013, of June 26, on urban rehabilitation, regeneration and renewal (L3R), the aMUs use the classic techniques to, by overcoming their axioms, relocate and redefine the paradigm of land intervention in the existing city, even despite Constitutional Court Ruling 143/2017 that partially annulled its regulation.

    Since this ruling, the specification and adaptation to urban planning and housing regulations has been carried out in a heterogeneous manner by the Regional Governments, so the purpose of this comparative research study is to carry out an analysis of the development of the aMUs in the different regions and crosscheck their regulations with the national special regulation.
