    El trabajo se divide en dos partes. En la primera se reconstruye la respuesta de Jorge Rodríguez a la pregunta sobre qué son las normas jurídicas y, en este contexto, se discute el significado e implicaciones de su tesis según la cual las reglas jurídicas determinativas, conceptuales o constitutivas carecen de la fuerza normativa que es distintiva de las reglas jurídicas prescriptivas o regulativas. En la segunda parte, se intenta mostrar que: (i) una respuesta completa a la pregunta sobre qué son los conceptos jurídicos fundamentales o básicos exige responder previamente la pregunta sobre las relaciones que se verifican entre estos conceptos y las normas jurídicas, y (ii) la respuesta que Rodríguez ofrece a la pregunta sobre qué son los conceptos jurídicos fundamentales es incompleta, precisamente, porque no considera o no tematiza todas las relaciones que pueden verificarse entre estos conceptos y las normas jurídicas

    The article is divided into two parts. The first one reconstructs Jorge Rodríguez’s answer to the question about what legal norms are and, in this context, discusses the meaning and implications of his thesis according to which determinative, conceptual or constitutive legal rules lack the normative force that is distinctive from prescriptive or regulative legal rules. The second part attempts to show that: (i) a complete answer to the question about what are the fundamental or basic legal concepts requires a prior answer to the question about the relationships that are verified between these concepts and legal norms, and (ii) The answer that Rodríguez offers to the question about what are the fundamental legal concepts is incomplete precisely because it does not consider or does not thematize all the relationships that can be verified between these concepts and legal norms
