El referéndum como mecanismo de participación ciudadana incorporada en la Constitución Política de 1993, en su momento, fue considerado un aporte positivo en tanto permitía la participación más dinámica de la sociedad organizada y el cuerpo electoral. Sin embargo, paulatinamente, se ha venido restringiendo su ejercicio; y lo más preocupante es que se ha producido como una respuesta política a situaciones concretas, las que se han descrito a lo largo del desarrollo de ideas. En el presente trabajo, se muestra el continuo proceso de restricción y limitación injusta al ejercicio del derecho de participación en la vida política de la nación, desde la promulgación de la Constitución Política del año 1993 hasta la actualidad, denotando finalmente un balance negativo.

The referendum as a mechanism of citizen participation incorporated in the Political Constitution of 1993, at the time, was considered a positive contribution as it allowed a more dynamic participation of the organized society and the electoral body. However, gradually, its exercise has been restricted; and the most worrying thing is that it has been produced as a political response to concrete situations, which have been described throughout the development of ideas. This paper shows the continuous process of restriction and unfair limitation to the exercise of the right to participate in the political life of the nation, from the promulgation of the Political Constitution of 1993 to the present, finally showing a negative balance.
