Italia y la defensa europea: el dilema de la confianza

    Italia, la Unión Europea y su defensa, en términos de seguridad y respuesta a las coyunturas geopolíticas emergentes, son las tres piedras angulares en las que se basa este análisis. El dosier sobre una nueva y adecuada defensa común en el seno de la Unión representa el verdadero termómetro de vitalidad de las instituciones de Bruselas respecto a las posiciones individuales de los Estados miembros en el contexto internacional.

    Por ello, la reflexión parte de una perspectiva particular, la italiana, con la intención principal de sistematizar las resistencias específicas que frenan el desarrollo de este espacio de actuación (PDSC).

    En esta perspectiva, se describe el complejo sistema de seguridad y defensa de la República Italiana con sus problemas y notas de excelencia, el perímetro de seguridad relativo (flanco este y flanco sur) y el tipo de amenaza, es decir, las nuevas guerras sistémicas en el marco de la doble crisis de Ucrania y Oriente Medio.

    El proceso de revitalización de la Unión y de las instituciones europeas, se analiza con la superación del «dilema de la confianza» entre los Estados miembros, a través de la necesaria cooperación, profundizando en la concertación política entre las grandes potencias europeas en términos de tamaño, capacidad y fuerza. En primer lugar, París, que está llamada a desempeñar el papel de líder, sintetizando y armonizando las sensibilidades de Berlín, Roma y Madrid, y abriéndose después a una nueva fase atractiva hacia los demás Estados miembros.

    Italy, the European Union and its Defence in terms of security and response to emerging geopolitical conjunctures are the three cornerstones on which this analysis is based. The Dossier on a new and adequate Common Defence within the Union represents the true thermometer of vitality of the Brussels institutions with respect to the individual positions of the member states in the international context.

    For this reason, the reflection starts from a particular perspective, the Italian one, with the main intent of systemising the specific resistances that hinder the development of this area of action (PDSC).

    In this perspective, the complex security and defence system of the Italian Republic is described with its problems and notes of excellence, the relative security perimeter (Eastern Flank and Southern Flank) and the type of threat, i.e. the new system wars within the framework of the dual crisis in Ukraine and the Middle East.

    The process of revitalising the Union and the European institutions, is analysed with the overcoming of the ‘Dilemma of Confidence’ between the Member States, through the necessary cooperation, deepening the political consultation between the major European powers in terms of size, capacity and strength. First and foremost, Paris, which is called upon to play the lead role, synthesising and harmonising the sensitivities of Berlin, Rome and Madrid, and then opening up to a new attractive phase towards the other member states.
