The cycle that began in 2015, with the emergence of new political forces in the institutional landscape gave way to a convulsive period in Spanish politics, altering the role that Parliament had been playing in our constitutional system. This is going to be reflected in the exercise of parliamentary functions, which until now had been exercised around the precise contours provided by the axis of parliamentary majority-government on the one hand, minorities on the other. However, since the 11th Legislature we have witnessed a weakening of the legislative power of the Chambers, the more resentful of their function the weaker the parliamentary weakness of the government.
