    RESUMEN El objetivo de la investigación es exponer los cambios en la gestión de la cuenca hidrográfica para el uso sostenible de los recursos naturales teniendo en cuenta el desarrollo del territorio. Se caracteriza la misma en cuanto a localización, población, producción y conservación para comprender los resultados y lograr un uso eficiente de los recursos naturales teniendo en cuenta las problemáticas ambientales identificadas. Se acerca a sus funciones, al proceso de gestión de las aguas y se plasman los resultados en la transformación como parte del Programa Integral de Desarrollo e implementación de la legislación ambiental del país enfocado al desarrollo utilizando herramientas técnicas y administrativas. Se propone dar seguimiento a la gestión para mitigar los efectos del cambio climático, lograr adaptación y contribuir al desarrollo sostenible en la región.

    ABSTRACT The objective of investigation is to expose the changes in the step of the basin for the sustainable use of the natural resources taking in to account the development of the territory. The same as to location, population, production and conservation to understand results and to achieve an efficient use of the natural resources taking into account the environmental identified problems are characterized. You approach to his shows, to the process of step of waters and techniques and white-collar workers materialize the results in the transformation as part of Development Integral Program and implementation of the environmental legislation of the country once the development was focused utilizing herramienttas themselves. It is proposed following up on the step to mitigate the effects of the climatic change, to get adaptation and to contribute to the sustainable development at the region.
