The elimination or neutralization of members (or alleged members) of the armed wing of Hezbollah by the explosion of pagers and walkie-talkies in which explosives were inserted raise some legal questions. Given that this operation (most likely carried out by the Mossad) was carried out in an armed conflict, it is important to establish whether the victims were legitimate targets. If the operation raises some doubts as to its conformity with the basic principles of conduct of hostilities (distinction, proportionality, precaution), the use of such modified devices does not appear to be contrary to the discipline provided for by the Second Protocol on the prohibition or restriction of the use of mines, traps and other devices (Geneva, 1980).
