    Este artículo analiza tres enfoques sobre las relaciones Estado, sociedad y políticas públicas. El objetivo central es analizar las tres formas de asumir la provisión de bienes y servicios por parte del Estado y la respectiva concepción de la ciudadanía social: la selectividad, el universalismo y el universalismo renovado o de nuevo tipo. Se describen sus principales características, sus limitaciones, las críticas y las tendencias actuales de reivindicación del papel del Estado en el desarrollo social y humano y el desarrollo de la ciudadanía social. Es una reflexión conceptual y teórica sobre uno de los problemas básicos de la discusión actual sobre estado y ciudadanía.

    This article analyzes three approaches to relations between the State, society and public policies. The main objective is to analyze the three ways of assuming the provision of goods and services by the State and the respective conception of social citizenship: selectivity, universalism and renewed or new type of universalism. Its main characteristics, its limitations, the criticisms and current trends in vindication of the role of the State in social and human development and the development of social citizenship are described. It is a conceptual and theoretical reflection on one of the basic problems of the current discussion on state and citizenship.
