Among the findings, it is mentioned that the rural areas of Mexico and Colombia (60% and 80%, respectively) are those with the greatest conditions of poverty and marginalization, the worst equipped schools, the least trained teachers, as well as the most notorious obstacles, which allow to conclude that public educational policies have been centralized in the main cities and in the sectors of the middle and upper classes.
