Resumen de Las personas venezolanas en Perú: entre la perspectiva de los derechos humanos y la seguridad

  Uno de los fenómenos sociales que actualmente se encuentran en agenda en el país es el relativo a las personas venezolanas que han llegado a Perú para residir debido a la crisis social, política y económica que se vive en Venezuela. Ante ello, el gobierno ha adoptado diversas medidas para promover la regularización migratoria, entre las que se tiene el Permiso Temporal de Permanencia. Por otro lado, muchas de las personas desplazadas han optado por solicitar la condición de refugiadas. Este artículo realiza un análisis sobre la normativa existente en el país al respecto, y también examina los problemas y retos que plantea su aplicación en el momento actual. Indaga, en fin, si la perspectiva que se plantea para abordar la política migratoria está centrada en la seguridad, entendida como seguridad interna u orden público, o le confiere más importancia a la perspectiva de derechos humanos.

  One of the social phenomena that are currently on the agenda in the country is related to the Venezuelan people who have come to Peru to reside fleeing from the social, political and economic crisis that exists in Venezuela. Given this, the government has adopted various measures to promote the regularization of migration, among which is the Temporary Permit of Permanence. On the other hand, many of the displaced persons have opted to apply for refugee status. This article analyzes the existing regulations in the country in this regard, and also examines the problems and challenges posed by its application at the present time. It investigates, in short, if the perspective that is proposed to address migration policy is focused on security, understood as internal security or public order, or gives more importance to the human rights perspective.
