    El método de trabajo de la segunda asamblea constitucional chilena puso énfasis en la necesidad de resguardar la legitimidad del proceso constituyente mediante mecanismos que preservasen la independencia del órgano encargado de redactar un nuevo texto, que respetasen algunas instituciones y derechos fundamentales y que reconociesen nuevas figuras e instituciones. Para estudiar este fenómeno, conocido como “hoja en blanco” o “márgenes”, parece oportuno analizar la regulación y discusiones que se dieron en la gran convención constitucional de 1831-1833, que de órgano comisionado para reformar la constitución vigente pasó a constituirse en una nueva asamblea constitucional.

    The working method of the second Chilean constitutional assembly emphasized the need to safeguard the legitimacy of the constituent process through mechanisms that would preserve independence of the body in charge of drafting a new text, that would respect some fundamental institutions and rights, and that would recognize new figures and institutions. To study this phenomenon, known as “blank page” or “margins”, it seems appropriate to analyze the regulation and discussions that took place in the great Constitutional Convention of 1831-1833, which went from being a body commissioned to reform.
