This text examines the principal European texts on political theory in order to study the evolution and the progressive success of the ideas of participatory democracy and the freedom of expression and freedom of the press. It also points out that, in the majority of cases, these ideas are held simultaneously and reinforce each other. It further states that the theoretical discussion about participatory ways of governing preceded and promoted political practice, and this climate of debate and political change was the driving force behind the European press up to its consolidation in the 19th century.
