    The approach of the article involves the theoretical analysis of the Unlimited Constitutional Convention. In 1998, Brazil celebrated the promulgation of its Constitution, widely known as the "citizen constitution" for having reflected the pride that all Brazilians who, after arduous years of dictatorship, were finally able to exercise their civil and political rights. Seventeen years, many economic, social changes, various amendments, it is time to ask ourselves: what do we have to commemorate?

    O enfoque do artigo envolve a análise teórica do Poder Constituinte de Reforma. Em 1988, o Brasil comemorava a promulgação de sua chamada Constituição "cidadã", porque refletia o orgulho de todos os brasileiros que, após árduos tempos de ditadura, exerciam, finalmente, seus direitos civis e políticos. Dezessete anos, muitas transformações econômicas, sociais, diversas emendas, é hora de nos perguntarmos: o que temos a comemorar?
