    El proceso de integración europeo por momentos ha avanzado a un ritmo muy rápido y en otros lo ha hecho lentamente o se ha estancado. Los acontecimientos internacionales y la nueva configuración del sistema internacional han obligado a la UE a empezar a jugar un papel importante en la escena internacional fuera del arco de influencia de Estados Unidos, pues a partir de la caída del Muro de Berlín hay intereses europeos que no coinciden con los norteamericanos. Es aquí donde ya es cada vez más difícil hacer coincidir intereses entre los miembros de la UE, hoy veinticinco y mañana veintisiete o veintinueve. La dificultad nace del hecho de que el mercado interior y la zona Euro, con todos sus defectos, son una realidad y los medios económicos para avanzar hacia una unión política ya parecen agotados y sólo cabe avanzar en materia de unión política, tarea mucho más complicada, pues los intereses en este campo no son tan convergentes como en el económico.

    There are times at which the integration process in the European Union has moved forward at great speed and others during which it has moved at a slower speed.

    International events and the new configuration of the international system have forced the European Union to play an important role within the international sphere and outside the traditional realm of the US for there are differences of opinion relating to international matters since the fall of the Berlin Wall. It is here that is also difficult for the twenty five countries to agree, as such it can be said that it will be even more difficult when the Union enlarges. The difficulties spun from the fact that regardless of its defects, the Euro zone and the internal market have reached their end and the Union must now march unto a political integration, a task much harder to achieve for the political interests of the countries are very divergent.
