    La aspiración de la integración andina es el compromiso de los Estados andinos de consolidar intereses o valores comunes y la obligación de subordinación de los intereses nacionales a los valores e intereses comunitarios. Estos intereses o valores comunes deben ser liderados por un poder independiente, esto es, distinto del poder de los Estados participantes en el proceso de integración. Es bajo el citado contexto en el que el Parlamento Andino adquiere la importancia de Órgano capaz de liderar la consolidación y eficacia de la unidad en los países andinos.

    The aspiration of the Andean integration is the commitment of the Andean countries to strengthen common interests or values and the obligation to subordinate national interests to community interests and values. These common interests or values must be led by an independent power, that is, other than the power of the States participating in the integration process. It is under the above context in which the Andean Parliament becoming a main body capable of leading the consolidation and effectiveness of the unit in the Andean countries.Since the creation of the Andean Community was clearly important to involve the society, which is why, since 1969 in the Cartagena Agreement was established that among the main objectives of the Andean integration process and promoting the balanced development and harmonic of the member countries under equitable conditions through integration and economic and social cooperation, maintaining as a guideline the steady improvement in the standard of living of the inhabitants of the region.
