    El artículo se plantea en forma prospectiva considerando los fenómenos de globalización e integración, como asimismo en la necesidad de renovar el concepto de soberanía. Dentro de este contexto se analiza el derecho constitucional vigente y la evolución de la jurisprudencia de los tribunales superiores de justicia, planteando proposiciones normativas para perfeccionar la Constitución, haciendo presente los obstáculos que representa el pasado reciente y la posible evolución interpretativa de los operadores jurisdiccionales.

    This article brings globalization and international integration, as well as the need to revise the concept of national sovereignty, as elements of the context for the analysis of current Constitutional Law and the evolution of opinions of the higher Courts. Improvements to the Constitution are suggested, acknowledging at the same time the obstacles deriving from the past, and the eventual evolution in the interpretation of the Constitution by the judiciary.
