There are various possible approaches and perspectives on the enduring problem of poverty. Unless one chooses for a radical individualized vision of the problem (that has never led to a substantial reduction in it), one must recognize that this social problem also has a political side.
As the British professor Robert Holman (1978) already remarked in the nineteen seventies, theory on poverty reduction is incomplete without considering the praxis of how good ideas will end up becoming policy. In accordance with the more recent work of Edward Royce (2015), we consider the political perspective to be a crucial perspective to answer this issue.
This is all the more true for Mexico. This industrialized nation has made less spectacular progress in reducing poverty and inequality than some other Latin American nations. In addition, since the broadening of the democratic field at the turn of the century, a strong political voice for the most humble parts of the population still has to consolidate.
