    Se expone la aportación de Oroz Zabaleta a la configuración de la ideología foral de Navarra en la primera mitad del siglo XX en base a sus textos y actividad administra­tiva. En sus estudios y propuestas invocó el régimen histórico del Reino, las leyes de 1839 y 1841 y la concepción pactista. Sus aportaciones histórico jurídicas lo sitúan en una actitud expansiva de las competencias de la Diputación, limitado concepto de la autonomía municipal y su contribución al reintegracionismo carlista durante la guerra civil (1936-1939).

    This article analyzes thru the study of his texts and his public-authority activity, the contribution of Mr. Oroz Zabaleta to the configuration of the ideology supporting the peculiar territorial (foral) identity of Navarra, as it was in the first half of the 20th cen­tury. The author invoked the historical regime of the former Kingdom of Navarra, the laws of 1839 and 1841, and the pactist conception within these laws. His historical-le­gal contributions from him contributed to an expansion of the regional government powers (the Diputación), with a certain idea of limiting the municipal autonomy, and he also did a big contribution to Carlist-legitimacy and reintegrationism movement, as happened during the Spanish civil war (1936-1939).

    Oroz Zabaletak XX. mendearen lehen erdiko Nafarroako foru ideologia konfiguratzeko egin zuen ekarpena azaltzen da, bere testuetan eta administrazio-jardueran oina­rrituta. Bere azterlan eta proposamenetan Erresumako erregimen historikoa, 1839 eta 1841eko legeak eta kontzepzio paktista aldarrikatu zituen. Bere ekarpen historiko juri­dikoek Diputazioaren eskumenen hedapenaren aldekoak ziren, baina udal-autonomia­ren kontzeptua mugatuz. Gerra zibilaren garaian (1936-1939) karlisten birintegrazio­nismoari egindako ekarpena egin zuen.
