Resumen de Innovación Pública para un Estado Descentralizado

  La principal tarea de los recién asumidos Gobernadores Regionales, en cuanto son una institución nueva en el sistema público chileno, tiene una elevada complejidad. En efecto, la omnipresencia secular de la cultura centralista y la operación actual de las instituciones nacionales que operan con ese “piloto automático” otorga al centralismo la categoría de “problema perverso” o enmarañado. En este artículo intentamos encontrar los hilos que nos permitan ir desenredando esa madeja, identificando al interior del sistema centralista de gobierno territorial las acciones necesarias para ir generando un nuevo sistema institucional más democrático y eficiente.

  The principal work of Regional Governors recently accept responsibility, regarding they are a new institution of Chilean public system, have a high complexity. In effect, the secular omnipresence of centralist culture and current operation of national institutions which operate with that “autopilot” give to centralism the category of “perverse” or tangled “problem”. In this article, we try to find the threads which allow to untangle that skein, identifying in the inside of centralist system of territorial government the required actions to generate a new more democratic and efficient institutional system.
